I would like you to use my small utility "Oracle dictionary viewer"

This program is made for Oracle PL/SQL developers to help them to find the necessary object name (like a table name or a column name) in the Oracle dictionary quickly and paste it into their program text by one click. It is written on Java 1.3.

It is free to use. You can download the file dictionary.rar, unpack and install it. If you do not have the WinRar program you can download the files dictionary.jar (the utility), readme.txt (the short description) and dictionary.bat (the command file example to start this program) into a new empty folder. The file dict_src.rar contains the source codes for the utiliy.

The file readme.txt contains the short description of this utility and the installation instruction. You can read it right now to learn more about the program.
